Volunteers of America Oregon (VOA Oregon) today announces the retirement of its President and CEO, Kay Toran, who has led the organization for more than 25 years. Kay, a trailblazing leader and advocate for Oregon communities, will be stepping down in the first quarter of 2025. Her tenure at VOA Oregon is marked by decades of dedicated public service in the State of Oregon and unwavering commitment to improving the lives of Oregonians.

Under Kay’s leadership, VOA Oregon has built on its 128+ years of social services and community support. Kay has led the organization with innovative new ideas for how we can better serve our community through expanding programs in addiction recovery, reentry services, domestic and sexual violence and early childhood education.

Her dedication to social justice and equity has left an indelible mark on Portland community and Oregon. As the first Black woman to serve as CEO in the organization’s history, her impact extends far beyond her leadership role. Her advocacy for underserved populations, particularly through her work in addiction treatment and support for women in crisis, will continue to influence the organization’s future work.

“Kay’s vision and compassion have been instrumental in shaping VOA Oregon into the dynamic, inclusive, and impactful organization it is today,” said Bruce Warner, chair of the board.

“Her contributions are immeasurable, and her legacy of service will continue to inspire the work of the organization for many years to come.”

On March 6, 2025, VOA Oregon will host a night celebrating Kay Toran’s retirement and her extraordinary contributions. The event will pay tribute to her life’s work reflecting her dedication to building an Oregon that we are proud to call home.

“I am deeply grateful for the opportunity to serve our community through VOA Oregon,” said Toran. “It has been an honor to lead this organization, I look forward to how its mission will continue to thrive long after my tenure.”

VOA Oregon will announce details regarding the transition to new leadership in the coming months.
